EUROMED Innovation et technologie

II.1.6) Description/object of the contract (use continuation sheet if necessary)

The overall objective is to provide the MEDA enterprises with new instruments in respect with the competitiveness and innovation, to reinforce their development in order to achieve a good level of services and create an effective link between research and industry. The specific objectives of this programme encompass the strengthening of the management skills and the transfer of technology of various actors (administrations, SMEs, industry federations, chambers of commerce, etc) and the support in respect to networking and transfer of knowledge among innovation stakeholders between E.U. and MEDA innovation centers. The final beneficiaries will be Mediterranean public or private partners enterprises which require strengthened infrastructure that supports innovation and technology.

A more elaborate project proposal responding as much as possible to its requirements has to be developed by the tenderer, as part of its offer.

For each of the offers, the organisational framework suggested, the partners and other bodies to be involved in the implementation, the project specific components or the sub-projects envisaged, the range of activities to be covered as well as their respective locations, will have to be described in detail and justified. Similar details should be provided concerning the working methodology to be adopted

Participation is open on equal terms to all natural and legal persons of the EU Member States and MEDA countries and territories (Algeria, Egypt, Israel, Jordan, Lebanon, Morocco, Syria, Tunisia, Turkey and Gaza and the West Bank) in the field of Innovation and transfer of technology.

All eligible natural and legal persons may apply. A partnership of consortium constituted by MEDA and U.E. Member States institutions dealing in the field of innovation and technology transfer is welcome.

MEDA countries and territories should be among following entities:

a) Institutional authorities and administrations in charge of innovation policies

b) Intermediary and support organisations in support of SMEs in co-ordination with research centres, universities and laboratories.

A consortium may be a permanent, legally-established grouping or a grouping which has been constituted informally for a specific tender procedure.  All members of a consortium (ie, the leader and all other partners) are jointly and severally liable to the Contracting Authority.

The participation of an ineligible natural or legal will result in the automatic exclusion of that person.  In particular, if that ineligible person belongs to a consortium, the whole consortium will be excluded.

No more than one application can be submitted by a natural or legal person (including legal persons within the same legal group), whatever the form of participation (as an individual legal entity or as leader or partner of a consortium submitting an application). In the event that a natural or legal person (including legal persons within the same legal group) submits more than one application, all applications in which that person (and legal persons within the same legal group) has participated will be excluded.
