6. Description of the contract

الدراسة المعمارية - تنسيق الموقع - التصميم الهندسي - الاعمال المدنية  للمواقع الاثرية التالية في سوريا : بالميرا - سان سيمون - ديد سيتيز

وتتضمن المناقصة:

  1.  اعمال الترميم للمباني العثمانية واعادة تأهيلها لتكون مركز للزيارة

  2. أنشاء مباني للخدمات لزائرين

  3. اعمال تنسيق الموقع وتصميم الطرق والممرات بما فيها اعمال الانارة والشبكات - موقع جراج السيارات والافتات

 

Architectural, landscaping and engineering design and works in the archaeological sites of Palmyra, Saint Simeon and the Dead Cities: restoration of an Ottoman building and its rehabilitation into a visitors' centre, new constructions for services on the sites (ticket control booths and related equipment), landscaping design of the roads and paths in the sites (including lighting and networks), creation of hiking treks, signposts.

8. Eligibility and rules of origin

Participation is open on equal terms to all natural and legal persons participating either individually or in a grouping (consortium) of tenderer of the Member States and the countries and territories of the regions covered and/or authorised by the Regulation or other specific instruments applicable to the programme under which the contract is financed (see also item 21 below). All goods supplied under this contract must originate in these countries.

9. Grounds for exclusion

Tenderers must submit a statement to the effect that they are not in any of the situations listed in point 2.3.3 of the Practical guide to contract procedures financed by the general budget of the European Communities in the context of external actions.

10. Number of tenders

Tenderers (including firms within the same legal group, other members of the same consortium, and sub-contractors) may submit only one tender. Tenders for parts of a lot will not be considered. Any tenderer may state in its tender that it would offer a discount in the event that its tender is accepted for more than one lot. Tenderers may not submit a tender for a variant solution in addition to their tender for the works required in the tender dossier.

11. Tender guarantee

Tenderers must provide a tender guarantee of 10.000 euros when submitting their tender. This guarantee will be released to unsuccessful tenderers once the tender procedure has been completed and to the successful tenderer upon signature of the contract by all parties.

12. Performance guarantee

The successful tenderer will be asked to provide a performance guarantee of 10% of the amount of the contract at the signing of the contract. This guarantee must be provided no later than 30 days after the tenderer receives the contract signed by the Contracting Authority. If the selected tenderer fails to provide such a guarantee within this period, the contract will be void and a new contract may be drawn up and sent to the tenderer which has submitted the second best admissible tender.

13. Information meeting and/or site visit

A mandatory clarification meeting and a site visit will be held by the Contracting Authority on 5th of October 2005 at 11:00 hours in Palmyra at the entrance of the Palmyra Archaeological Museum and on 6th of October 2005 at 11:00 hours in St Simeon and Dead Cities at the main entrance of St Simeon.

14. Tender validity

Tenders must remain valid for a period of 90 days after the deadline for submission of tenders.

16. Selection criteria

Ø       He must be a registered firm or natural person capable of carrying out the specified design and works.

Ø       The company or leader of consortium or joint venture must have at least 2 projects of an aggregate amount of at least 400.000 euro of similar type. The Contracting Authority reserves the right to ask for copies of the respective certificates of final acceptance signed by the supervisors/contracting authority of the projects concerned.

Ø       Tenderers’ or Consortium Leaders’ annual turnover in the past 3 years must be higher then EUR 2.000.000.

Ø       Consortium must carry out at least 70% of the contract works by his own resources, which means that he must have the equipment, materials, human and financial resources necessary to enable him to carry out that percentage of the contract.

Ø       If he is a sole tenderer he also must have access to sufficient credit and other financial facilities to cover the required cash flow for the duration of the contract. In any case, the amount of credit available must exceed the equivalent of EUR 400.000.

Ø       If he is the lead partner in a joint venture/consortium, he must have the ability to carry out at least 50% of the contract works by his own means, as defined in Subclause 4.

Ø       If he is another partner in a joint venture/consortium (i.e. not the lead partner) he must have the ability to carry out at least 10% of the contract works by his own means, as defined in Subclause 4.

Ø       He must have completed at least 2 project of the same complexity comparable to the works concerned by the tender over the last 3 years. The Contracting Authority reserves the right to ask for copies of the respective certificates of final acceptance signed by the supervisors/contracting authority of the projects concerned.

Ø       All key personnel must have minimum 10 years experience.

Ø       Proposed Experts in accordance with the Technical Specifications.

18. How to obtain the tender dossier

The tender dossier is available from the Ministry of Culture, Rawda Street, Damascus - Syrian Arab Republic. It is also available for inspection at the premises of the Contracting Authority. Tenders must be submitted using the standard tender form included in the tender dossier, whose format and instructions must be strictly observed.

Tenderers with questions regarding this tender should send them in writing to The Cultural Tourism Development Programme, Project Management Unit, Damascus Historical Museums Thawra St. Saruja, e-mail: pmu-ctdp@scs-net.org (mentioning the publication reference shown in item 1) at least 21 days before the deadline for submission of tenders given in item 19. The Contracting Authority must reply to all tenderers' questions at least 11 days before the deadline for submission of tenders.

19. Deadline for submission of tenders

31st October 2005 at 14:00 hours Damascus time. The deadline for submission of tenders must be combined with the public opening.

Any tender received after this deadline will not be considered.
